Adorable little lace camisole, corset cover, or dress top circa 1910s. It is two layers with a bobbinet lace under layer and an embroidered lace top layer.
This piece was likely worn over a base layer (corset, brassiere) and under a shirtwaist or blouse. But it would be really cute worn as a cropped blouse.
