Fantastic 19th century Victorian era brooch. This style is called pique--tortoise shell which has been heated and molded into shape and inset with intricate gold and silver designs.
I have never seen one like this, with a suspended downward crescent moon or double horn in the center.
The pique design is a beautiful intertwining floral depiction, wonderfully utilizing the contrasting gold and silver.

Lovely condition overall with minor age-related wear. There are two tiny missing silver pieces on the right side. Very difficult to notice except on close inspection under magnification.
